It turned out that there was a mistake in communication between us
(KPhotoAlbum) and KDE release team. KPA 4.0 got released with KDE4 by
accident, so I can't really blame Ubuntu for packaging it :).

http://kphotoalbum.org/download-binaries.html , but as I said, it's
pretty outdated.
