I think I found something:
http://developer.kde.org/documentation/library/cvs-api/kdecore/html/classKTempDir.html
says 'since 3.2' and on cygwin I'm running
Qt: 3.2.3
KDE: 3.1.4

But the same works on Linux on SuSE 9.0 (KDE 3.1.x)
