Volker wants a 1.3.1 now, especially for the Windows+graphviz fixes Patrick recently made.

So please backport relevant commits to the 1.3 branch.
Or let me know which commits and I will do the work.

I want to get the 1.3.1 out the door by the end of this week.

Let us know if you object or need more time.
